Osage County Commission Amended Meeting Minutes

May 18, 2017

 

The meeting was called to order by Presiding Commissioner Dudenhoeffer at 8:33 AM.

Meeting opened with the Pledge of Allegiance.

District 1 Commissioner John Glavin present.

District 2 Commissioner Larry Kliethermes present.

Deputy County Clerk Nicci Bouse on duty.

Media was represented by Jerri Voss.

Present for all or part of the meeting were: Randy Atkin, Amy DeCramer of Healing Horses, and Jerry Bryan.

Approval of the Agenda:  Agenda was approved.

Minutes:  Minutes of meeting of May 16, 2017 were submitted and approved. 

Bills and Communications:

Invoices for review and approval for payment totaling $63,453.09 were submitted to the Commissioners.

April 2017 Expenditure Reports were provided to the Commissioners. 

MAC May newsletter was provided to the Commissioners.

CCAM End of Session Legislative Report was provided to the Commissioners.

April Expenditures for all Departments were provided to the Commissioners.

Meetings:

Photo Voice Group 2 Presentation, May 23, 2017 at 9:30 AM.

Partner Readiness Evaluation Program (PREP) has been postponed to June 29, 2017.

Old Business:

Road and Bridge Items.

Copy of the e-mail from Andrea Rice and letter from Fire Chief Rick Cramer was provided to the Commissioners.

Randy informed the Commissioners that R&B was cutting brush at CR 416. There was a discussion about the options for resolution at the Sestak Bridge with no action recommended.

Plan for County Roads:  Not discussed.

Website:  No problems.

Luebbering Law Suit: Mediation meeting was postponed.

2017 Tax Support Committee:

Westphalia Road Issue:  Westphalia Special Road District set tax levies in 1939 at .3000 and by 1951 it was at .1800.  In 1999, the Westphalia Special Road District held an election that set the levy at .18 per each $100 of assessed value. This was approved by the voters by a vote of 86 to 20.

Agricultural Ready County Program Application:  No new information.

Health Care Consortium Statewide: No new information.

New BRO Project, CR 531:  No new information.

Rehagen Heating and Cooling: Patching of the ceilings is done. 

Prescription Monitoring Ordinance: Listed as Ordinance # 012017.

County Compensation Packages Committee:  No new information.

FEMA SEMA Follow-up:  Jerri Voss asked why someone would state that they had no flood water in their home when it was obvious that they and their neighbors had been in flood waters.  She wanted to know why they would try to avoid involvement with FEMA.  Was it all to avoid the permit process in the floodplain?

Public Comments: 

The topic of raising a portion of CR 275 to provide better access for emergency operations vehicles was discussed.  The request from Rick Cramer led to discussions that about 850 yards of the road will have to be raised Commissioner Glavin reported that it would not require that much of the road to be raised

            The funding of the TCS invoice was again a point of discussion. This is the bill that we do not know what department and line item needs to pay for this repair of lightning damage.  It was reported by someone to be the amount due for changes in the Insurance bill from 911. It was in fact, the bill for work done to the phone systems after the lightning strikes. The actual bill was the reduced insurance for coverage of volunteers with the 911 Department from Naught and Naught.

 

 

 

Other: 

There has been damage done by large trees that fell in the windstorm last Thursday on to part of the Courthouse property. 

 

Adjournment:
