Osage County Commission Meeting Minutes

March 9, 2017

 

The meeting was called to order by Presiding Commissioner Dudenhoeffer at 8:30 AM.

Meeting opened with the Pledge of Allegiance.

District 1 Commissioner John Glavin present.

District 2 Commissioner Larry Kliethermes was present.

County Clerk Patrick Steele on duty.

Media was represented by Jerri Voss.

Present for all or part of the meeting were: Randy Atkin, Sheriff Bonham, Major Ed Fowler, Christal Jones, Christal Huber, and Dr. Renee Christensen of the Osage County Extension Office.

Approval of the Agenda: Approved.

Minutes:  Minutes of Regular Meeting of March 7, 2017 were reviewed and approved.

Bills and Communications:

County Clerk Steele reported that he had requested directions of the March 16, 2017 West Central Commissioners Meeting in Callaway County.

Invoices totaling $73,002,84 were presented for review and approval for payment.  The MRPC letter about cost of the Hazard Mitigation Plan Contract was not a valid invoice and was not to be paid.  This issue caused an e-mail exchange between the County Clerk and the Emergency Management Director that was presented to the Commissioners by the County Clerk.  At issue is the total lack of respect shown for an elected official by a staff member that feels she is entitled to getting things done her way.  She feels that she should get special treatment because of her position and how busy she is.  During the heated exchange, no respect was shown by either side.  County Clerk and his staff has talked to the Commissioners several times about the late submission of paperwork and the problem of additional work that creates.  This time line has been approved by the Commission for processing of bills for the entire year.

County Clerk Steele reported that Mrs. Herndon would be at the Historical Society Building today after 9 AM if they wanted more information about the meeting on May 22, 2017.

Meetings: Trial for Michael Dixon is now set for May 17, 2017.

West Central District Commissioners Meeting, Callaway County on March 16, 2017.  All of them have been reported as attending.

Old Business:

Road and Bridge Items.

Randy Atkin showed the Commissioners a box blade for the skid steer that he would like to buy for Road and Bridge Department.  It is 8-foot-wide and will have adjustable side shoes that will help in leveling asphalt repairs. He expects the cost to be around $2,000 and he would like to place the order.  It is included in equipment purchase plan.  Commissioners gave their okay.

            He gave the Commissioners information about a rock picker from Diamond R Equipment that he would like to get for the Road and Bridge Department.  He is investigating purchase as a used item, or possible an agreement for regional use. He will continue to investigate.

            He was given an explanation of the discussion about sight line problems at the intersection of CR 516 and P Highway.  There is restricted vision but installing a mirror will not solve the problem.  It is thought that some using the detour for Highway T bridge work may use CR516  and this could be a problem.  No recommendations were made.

Plan for County Roads:  No discussion

Website:  No problems.

Luebbering Law Suit: Lawyers have agreed to mitigation with that hearing scheduled for May 17, 2017.

2017 Tax Support Committee: County Clerk Steele presented ballot language needed for the Capital Improvements Sales Tax proposed for the August ballot.  He reported that it was acceptable to the Secretary of State Office.  He included additional statutory requirements to each of the Commissioners.  No decision was made.

Westphalia Road Issue:  No new information.

Agricultural Ready County Program Application:  County Clerk Steele has requested follow-up information from Missouri Farmers Care on the status of our application

Department Reports:

Andi Rice again presented the draft language for approval of the variance for Russ Benboom.  Commissioner Kliethermes made the motion to accept the language marked as draft A as approval for the granting of the variance. Motion was seconded by Commissioner Glavin and was passed with three ayes in the roll call vote.  The document will still need to be signed by the Commissioners and provided to the property owner.

            Andi Rice also requested that since she was having trouble retaining employees, she asked if special consideration could be given on a case by case basis.  The discussion led to the statement that the 10.30 starting salary was too low and should be addressed. Surrounding counties are higher at up to 12.50 starting pay. It was suggested that she should bring this up to the 911 Advisory Committee.  It was discussed that night shift differential would also need to be increased. No clear plan was accepted. 

            Andi also stated that she had two sealed bids for the new cabinet that is to be opened on March 23, 2017 and she was instructed to keep them until the due date where they will be opened in the Commissioners’ meeting.

            Sheriff Bonham said that his department will be working with the Westphalia Lions Club on the ATV drive.  The department is working on putting the bid packets together for work in the Jail and County Clerk Steele said he would provide help with the bids.
