Osage County Commission Meeting Minutes

June 27, 2017

The meeting was called to order by Presiding Commissioner Dudenhoeffer at 8:30 AM.

Meeting opened with the Pledge of Allegiance.

District 1 Commissioner John Glavin present.

District 2 Commissioner Larry Kliethermes present.

County Clerk Patrick Steele on duty.

Media was represented by Jerri Voss.

Present for all or part of the meeting were: Jerry Bryan, Susan Long, Leslie Murphy from DHSS, Randy Atkin, Sheriff Bonham, Charles Rost and two staff members from Rep. Luetkemeyer’s Office.

Approval of the Agenda:  Agenda was approved with the addition of Scott Dudenhoeffer on jail cell walls.

Minutes:  No minutes were available since County Clerk was on vacation.

Bills and Communications:

Time sheets have been approved and bill have been paid after approval.

Conflict of Interest Ordinance must be re-adopted by September 15, 2017.

Meetings:

Workforce Meeting is set for 6/28/2017 at 2:15 PM.

County Government Day, State Auditor Nicole Galloway, July 26, 2017 from 9 AM to 4 PM.  Nicci Bouse and Patrick Steele will be attending.

MRPC Dinner Meeting is scheduled in Salem for October 26, 2017. Details to be provided later.

Old Business:

Road and Bridge Items: Randy reported problems with 2004 grader and he will have the transmission repaired. That may get us one more year of service out of it and help get a higher trade in value. He reported that rock and concrete repair are needed at the new CR 317 Bridge.

New BRO Project, CR 531:  The Engineering proposal from Bartlett and West has been received.  The cost for engineering services for design and construction is $90,934.00. Commissioner Kliethermes made the motion to accept and sign the Agreement and the motion was seconded by Commissioner Glavin.  Motion carried with three ayes in the roll call vote and the agreement was signed by Presiding Commissioner Dudenhoeffer and attested to by County Clerk Steele.

Plan for County Roads:  Not discussed.

Website:  No problems.

Luebbering Law Suit: Trial dates are set for Nov. 6-9, 2017 in Union, MO.

Tax Issue Pamphlet: Mockup was provided and the pamphlet is at the printers. UD will be working on another article.

Westphalia Road Issue:  No new information.

Agricultural Ready County Program:    Fair Board needs to be contacted soon.

Health Care Consortium Statewide:

County Compensation Packages Committee:  No new information.

FEMA - SEMA Follow-up:  FEMA is meeting today at Osage County Community Center for Private Assistance participants.

 

New Business: 

Charles Rost talked to the Commissioners about a dangerous situation in the northeast corner of the County because of a failed levee.  He said that there is a gravel road that connects with Highway 100 on both ends that has been flooded.  A portion of the road is on the top of the remaining portion of the levee but the west levee has been damaged.  He has been trying since before the disaster declaration to get some help and feels frustrated that he cannot get help.  This road was part of the Starke Special Road District that was disbanded in 2010 but has not been added to the county road system.  The deadline for public assistance is rapidly approaching and he feels that he is getting the run around.

The landowners in this area built the levee themselves fifty years ago and now the cost of having an engineer plan the repairs is more than what it would cost them if they could repair it themselves.

Staff members from Rep. Luetkemeyer’s Office have talked with him and promised to get back with him.
