Osage County Commission Meeting Minutes

April 6, 2017

 

The meeting was called to order by Presiding Commissioner Dudenhoeffer at 8:30 AM.

Meeting opened with the Pledge of Allegiance.

District 1 Commissioner John Glavin present.

District 2 Commissioner Larry Kliethermes was present.

County Clerk Patrick Steele on duty.

Media was represented by Jerri Voss.

Present for all or part of the meeting were: Randy Atkin, Sheriff Bonham, and Andi Rice.

Approval of the Agenda: Approved.

Minutes:  Minutes of Regular Meeting of April 6, 2017 were not prepared for review.

Bills and Communications:

Invoices totaling $83,507.62 were presented and approved for payment by the Commissioners.

March Sales Tax Report was provided.  Income was generally down, except for Use Tax.

Spotlight on Osage County, in the Function Room of the OCCC, April 6, 2017 at 5 PM.

Information on tax levies for Westphalia Road and Bridge and Special Road District provided to Commission.

MMSWMD Executive Board Meeting, April 12, 2917 at MURR with a lunch at 11:30, meeting, and tour.

Meetings:

Rehagen Heating and Cooling, Inc. Report on Courthouse Systems at 8:30 AM.

There will be a Hazard Mitigation Plan Meeting on April 14, 2017 at 10 AM in EOC.

Old Business:

Road and Bridge Items. Randy Atkin reported that a R&B employee damaged a tank on private property when using the whipper. The owner listed the value under $500.00 but request $175.00 for repairs. Commissioners approved this request to be paid out of R&B funds and not go through the deductible coverage.

Plan for County Roads: 

Website:  No problems.

Luebbering Law Suit: No new information.

2017 Tax Support Committee: There will be a story in the UD on April 12.  R&B will ask for reports from employees on numbers of culverts and box culverts on each road as the grade them.  This information will be turned in each Monday morning at the start of the week.

Westphalia Road Issue:  Request from Mayor Massman for information on aggregate assessed values for Westphalia. I made copies of the information for her and provided copies to each of you.

Agricultural Ready County Program Application:  County Clerk Steele prepared a narrative for Missouri Farmers Care and it was approved by the Commission to be sent to them. 

County Road 402 update:  There was a long discussion about the meeting held in Loose Creek about CR 402. Randy Atkin said that it sounded like they did not think they were getting their fair share of attention on that road. He stated that Osage County had limited staff and equipment and that it was not an easy job to cover the entire county. County Clerk Steele commented that spending all that money on asphalt would nor correct all of the issues.  Part of the problem relates to private drives and parking areas that are affecting the road edges.

Health Care Consortium Statewide:

New Business: 

New BRO Project, CR 531:    Commissioner Kliethermes presented his proposal for replacing the bridge on CR 531 over School Hollow Branch as the next BRO project.  He cited the inadequacies of the bridge that is

only 12 feet wide, and the extensive damage done to the bridge over the last few years. The bridge was built in 1935. His selection was accepted by the Commission and now the BRO Project paper work should get started.

Department Reports:

            Since no one has picked up a bid packet, Sheriff may solicit proposals. Wire mesh should be installed between layers of wall board, cement board. Mike Bonham reported that Modern Interiors out of Jefferson City is working on repairing the damaged cells. He turned in his March monthly report that was accepted by the Commission, and it was complete.

As in the past, the Commissioners have decided that if any employee wishes to be off from work, they must use vacation time or sick leave.

 

Adjournment:
