Osage County Commission Meeting Minutes

May 30, 2017

 

The meeting was called to order by Presiding Commissioner Dudenhoeffer at 8:30 AM.

Meeting opened with the Pledge of Allegiance.

District 1 Commissioner John Glavin present.

District 2 Commissioner Larry Kliethermes present.

County Clerk Patrick Steele on duty.

Media was represented by Jerri Voss.

Present for all or part of the meeting were: Andrea Rice, Randy Atkin, Jake Dorge, Jerry Bryan, Charlotte Bellsmith, Martha Ray, and two from Rep. Luetkemeyer’s office.

Approval of the Agenda:  Agenda was approved.

Minutes:  Minutes of meeting of May 25, 2017 were submitted and approved.

Bills and Communications:

Spotlight on Osage County, June 1, 2017 “Healing Horses Therapeutic Riding Program” at 140 Eagle Ridge Trail off CR 201 off of HWY 89 Spur at 5 to 6 PM.

Conflict of Interest Ordinance must be re-adopted by September 15, 2017.

 

 Meetings:

Hazardous Mitigation Meeting is set for June 9, 2017at 10 AM.

Nominations for outstanding citizens for the MRPC Meeting deadline is June 26, 2017.

Partner Readiness Evaluation Program (PREP) has been postponed to June 29, 2017 at 9 AM.

MRPC Dinner Meeting is scheduled in Salem for October 26, 2017. Details to be provided later.

Old Business:

Road and Bridge Items.

New BRO Project, CR 531:  The Commissioners will meet with Bartlett and West at BRO B076(15) site on CR 531 at 2:30 PM.

Plan for County Roads:  Not discussed.

Website:  No problems.

Luebbering Law Suit: Information was received that trial dates are set for Nov. 6-9, 2017 in Union, MO.

2017 Tax Support Committee: County Clerk will certify the election this afternoon and run ads in two county papers.

Westphalia Road Issue:  No new information.

Agricultural Ready County Program Application:  No new information.

Health Care Consortium Statewide: County Clerk staff is working on employee list and insurance census information for the new Consortium.

Rehagen Heating and Cooling: Jake Dorge talked to the Commissioners about the HVAC work and that the cost was lower than initially thought.  There was a discussion about the water pipe and water usage issue and it was talked about installing a circulating pump in the incoming line to try and reduce the water usage in the Courthouse.  Jake thought that it might work well to shut down the water only one time to install the circulating pump and the water softener system. Jake also reported that providing new HVAC outlets to Treasurer and Recorder’s offices would be $11,000.00.   That option has been placed on the back burner for a while

Prescription Monitoring Ordinance: Listed as Ordinance # 012017.

County Compensation Packages Committee:  No new information.

New Business: 

Charlotte Bellsmith and Martha Ray asked the Commissioners to support the CSBG grant funding at current level.  They provided a letter that was signed by the Commission to go to Sen. Blunt’s Office in Washington.

Commissioner Kliethermes made the motion which was seconded by Commissioner Glavin to send a letter of support of CSGB to Senator Blunt’s office.

 

Department Reports:

Andrea Rice had the Presiding Commissioner sign a corrected Birthday letter for the month.

Andrea had the Commissioners sign the Annual Report letter to SEMA, noting that we are now down to 12 properties not in compliance with the floodplain ordinance.  They are several owners who are in the process of seeking compliance, some just need to submit their elevation certificate.”.

            County Clerk Steele reported that his staff will be working on the Budget Amendment so that the process will be completed after his vacation.  He also noted that the August Election will only have one ballot type and will be certified today.  Ballots will be ordered this week.

            County Clerk and staff are working on the budget amendment so that it could be enacted as soon as possible after his vacation.
