Osage County Commission Meeting Minutes

May 23, 2017

 

The meeting was called to order by Presiding Commissioner Dudenhoeffer at 8:33 AM.

Meeting opened with the Pledge of Allegiance.

District 1 Commissioner John Glavin present.

District 2 Commissioner Larry Kliethermes present.

County Clerk Patrick Steele on duty.

Media was represented by Jerri Voss.

Present for all or part of the meeting were: Randy Atkin, Andrea Rice, Jerry Bryan, Alex Peters, Lisa Kruger, Claire Baker, Justin Brown, Griffen Honey, Claudia Brandt, Laura Voss, Jeff Kruger, Annie Monroe, Rachel Latimer, Charlotte Bellsmith, and Martha Ray.

Approval of the Agenda:  Agenda was approved.

Minutes:  Minutes of meeting of May 18, 2017 were submitted and approved with corrections. 

Bills and Communications:

Checks for approved invoices were signed for disbursement.

MOPERM scheduled coverage of vehicles and invoice were submitted.  Information on personal use of covered agency vehicles was included and will be sent out with May paychecks.

Spotlight on Osage County will be at Healing Horses at 140 Eagle Ridge Trail, June 1, 2017 from 5 to 6 PM.

Conflict of Interest Ordinance must be re-adopted by September 15, 2017.

Meetings:

Partner Readiness Evaluation Program (PREP) has been postponed to June 29, 2017.

Hazardous Mitigation Meeting is set for June 9, 2017.

Nominations for the MRPC Meeting deadline is June 26, 2017.

MRPC Dinner Meeting is scheduled in Salem for October 26, 2017. Details to be provided later.

Old Business:

Road and Bridge Items.

County Clerk Steele reported that he had received a call from a vendor who has not received payment for an order from Road and Bridge that was due in January.  The representative said that he had been working with Road & Bridge since April and they have still not received a check.  They have submitted another invoice that includes a penalty and additional charge.  Randy Atkin knew that Debbie was working on it and he himself had talked to the representative telling them they would get the check but that would be the last order from us. 

Plan for County Roads:  Not discussed.

Website:  No problems.

Luebbering Law Suit: Clerk Steele reported that a mediation meeting had been scheduled for July 10, 2017.

2017 Tax Support Committee: The Commissioners were asked to authorize the Sales Tax Extension Special Election for August 8, 2017 and to approve the public notice for Question 1.  Commissioner Kliethermes made the motion to authorize the election and to run the ad as submitted in the County Papers.  Motion was seconded by Commissioner Glavin and was passed with three ayes in the roll call vote. Commissioner Kliethermes reported that $300.00 in donations from local businesses has been given to Linn Printing for a brochure explaining the purpose of the tax extension.

Westphalia Road Issue:  No new information.

Agricultural Ready County Program Application:  No new information.

Health Care Consortium Statewide: No new information.We should hear from them by August.

New BRO Project, CR 531:  The contract with MoDOT for BRO B076(15) on CR 531 was presented for review and approval. The Commissioners and the County Clerk signed both copies of the document. A meeting with Bartlett and West Engineering has been set at the bridge site for May 30, 2017 at 2:30 PM.

Rehagen Heating and Cooling: Decision on the water softener system will be made after this bill is paid.

Prescription Monitoring Ordinance: Listed as Ordinance # 012017.

County Compensation Packages Committee:  No new information.

FEMA SEMA Follow-up: 

 

New Business: 

Photo Voice Group Two made their presentation of pictures and advocacy to the Commissioners.  The photographs and chosen issue were well done.  They were reminded to keep up their involvement as they are the future of the County.

 

Department Reports:

Andrea Rice provided a Variance Application to the Commissioners for a property in the floodplain on the

Osage Delta Drive owned by James and Brenda Forbis.  It is a cinder block bath house with attached storage.  The owners have provided appropriate openings in the wall, provided the appropriate engineering no rise certificate and an elevation certificate.  This will be heard by the Commission on May 25, 2017 at the regular Commission Meeting. Andrea reported that this will leave the County with only 7 properties still in violation of our Floodplain Ordinance.

            Andrea Rice talked about the problems with raising the road within the floodplain.  It will require a permit and could cause problems with all the other roads that flood.  She suggested that she would contact the fire departments and get a summary of all the roads that do flood and the number or residents affected.

            She reminded the Commissioners that the Blood Drive is tomorrow and that are lined up to cook for the donors.  She stated that they should be there by 11:30 AM.

            Andrea also looked up State Statutes relating to speed limits on County Roads and learned that if limits are not posted, the speed limit is 55 mph according to the change as of 2016.

 

 

Public Comments: 

            The funding of the TCS invoice was again a point of discussion. This is the bill that we do not know what department and line item needs to pay for this repair of lightning damage.  It was reported by someone to be the amount due for changes in the Insurance bill from 911. It was in fact, the bill for work done to the phone systems after the lightning strikes. The actual bill was the reduced insurance for coverage of volunteers with the 911 Department from Naught and Naught.

With no further business, Commissioner Glavin made the motion to adjourn and it was seconded by Commissioner Kliethermes.  The meeting was adjourned at 10:35 A.M.
