Osage County Commission Meeting Minutes

March 23, 2017

 

The meeting was called to order by Presiding Commissioner Dudenhoeffer at 8:30 AM.

Meeting opened with the Pledge of Allegiance.

District 1 Commissioner John Glavin present.

District 2 Commissioner Larry Kliethermes was present.

County Clerk Patrick Steele on duty.

Media was represented by Jerri Voss.

Present for all or part of the meeting were: Tim Neuner, Sheriff Bonham, Andi Rice.

Approval of the Agenda: Approved.

Minutes:  Minutes of Regular Meeting of March 14, 2017 were reviewed and approved.

Bills and Communications:

Invoices were submitted for review and approval.

Workers Comp rebate from MAC Trust for $1706.00 will be sent on 4/30/2017.

Absentee voting is available at the Clerk’s Office for the April Municipal Election.

There will be no Commissioners Meeting on April 4, 2017 because of the election.

Meetings:

CAD Demonstration, 3/28/17 in EOC at 6:30 PM.

Extension Council Meeting, 3/28/17 at 7 PM in the Commissioners Room.

MREPC Meeting at Noon, 3/29/17 Lunch at MRPC.

There will be a Hazard Mitigation Plan Meeting on April 14, 2017 at 10 AM in EOC.

 

Old Business:

Road and Bridge Items.

           

Plan for County Roads:  No discussion

Website:  No problems.

Luebbering Law Suit: No new information.

 

 

2017 Tax Support Committee: After a short discussion, Commissioner Kliethermes made a motion to adopt the Capital Improvements Tax Proposal as amended with a 10% for Building and Grounds and 90% for Infrastructure for submittal to the voters at the August 8, 2017 election.  The funds for each will be in a separate dedicated account and all funds are dedicated for those capital improvements.  The motion was seconded by Commissioner Glavin and carried with three aye votes in the roll call vote.  Road and Bridge will be contacted to begin their portion of the long-range plan and the Commission will begin plans for Buildings and Grounds. County Clerk Steele will contact the SHPO for assistance with the evaluation of the Courthouse.

Westphalia Road Issue:  No new information.

Agricultural Ready County Program Application:  No new information

County Road 402 update:  No new information.

 

New Business: 

           

Department Reports:

            Poll worker training is set for Friday March 24, 2017 at 1 PM.

            Public testing of voting equipment will be March 31, 2017 at 1 PM.

            Delivery of voting equipment and ballots will be on April 1, 2, and 3, 2017.

Sheriff Bonham reported on an ongoing situation in Gasconade County that will require some assistance from the Osage County Sheriff’s Department next week.  Clerk will need to check status on all new vehicles and on those that have been sold or traded.

            At 9 AM the Commissioners held the bid opening for the EOC cabinet construction.  Two bids were received:  Phil Thoenen bid $6411.00 and Charles Robertson bid $4591.00.  Commissioner Glavin made the motion to accept the bid from Charles Robertson and the motion was seconded by Commissioner Kliethermes.  The motion carried with three ayes in the roll call vote.  Andi Rice will report the results to both bidders.          

            Andi Rice reported that the Ingested Pathway meetings for April 25 and 26 have not been cancelled.

Public Comments: 

 

Other:  Presiding Commissioner Dudenhoeffer reported that there was an incident in the Judge’s office and Judge Schollmeyer would now like to have one of the locks like the one on Prosecuting Attorney’s Office door and would like to have cameras installed on the first and second floor.

            Presiding Commissioner asked if anyone had information on the Water and Sewer Mapping Meeting from MRPC. No one had any information.

Adjournment:

With no further business, Commissioner Glavin made the motion to adjourn and it was seconded by Commissioner Kliethermes.  The meeting was adjourned at 11:11 AM.
