   Osage County Commission Meeting Minutes

March 14, 2017

 

The meeting was called to order by Presiding Commissioner Dudenhoeffer at 8:30 AM.

Meeting opened with the Pledge of Allegiance.

District 1 Commissioner John Glavin present.

District 2 Commissioner Larry Kliethermes was present.

County Clerk Patrick Steele on duty.

Media was represented by Jerri Voss.

Present for all or part of the meeting were: Randy Atkin, Sheriff Bonham, , Christal Jones, Dr. Renee Christensen of the Osage County Extension Office, Laura Voss, Susan Ward, Martha Ray, Charlotte  , and students: Lucas Strong, Matthew Neninger, Destiny Riley, Caden Robinson, Aubrey Atwell, Lanie Branson, Tommy Lee Blackburn, Eli Curran, Barbara Mueller, Austin McKim, Drew Strope, Shalynn Jones, and Lindsey Brandt about “Photo Voice”.

Approval of the Agenda: Approved.

Minutes:  Minutes of Regular Meeting of March 9, 2017 were reviewed and approved.

Bills and Communications:

Directions to the March 16, 2017 West Central Commissioners Meeting in Callaway County were provided.

Checks for the approved invoices were presented for signatures and disbursement.

County Clerk Steele reported that Mrs. Herndon would be at the Historical Society Building today after 9 AM if they wanted more information about the meeting on May 22, 2017.

Meetings: Trial for Michael Dixon is now set for May 17, 2017.

Unemployment in Osage County is now at 2%.

Old Business:

Road and Bridge Items.

Randy Atkin reported that roads are muddy and are being addressed.  It was reported that CR 516 had been cut down in the past and this makes visibility harder.  Randy reported that the culvert at 403 and 402 had been extended.

           

Plan for County Roads:  No discussion

Website:  No problems.

Luebbering Law Suit: Lawyers have agreed to mitigation with that hearing scheduled for May 17, 2017.

 

 

2017 Tax Support Committee: There was no new information.  Need to find percentage that will trigger a property tax roll back for Road and Bridge Funds.

Westphalia Road Issue:  No new information.

Agricultural Ready County Program Application:  No new information

County Road 402 update:  See note in Road and Bridge.

 

New Business: 

Staff from CMCA and teachers from Linn R 2 and 8th grade teachers and the students presented their photographs and advocacy concerns to the Commissioners. They presented good photographs and raised some important questions that need to be addressed. Another group of students will be completed this process in the next few months.

Closed Meeting:

At the request of Sheriff Bonham, an emergency Closed Session was requested to discuss a personnel issue. Commissioner Glavin made the motion to go into Closed Session at 8:50 AM and the motion was seconded by Commissioner Kliethermes.  Motion Carried with three ayes in the roll call vote.  At 9:02, Commissioner Glavin made the motion to close the Closed Meeting and it was seconded by Commissioner Kliethermes.  Motion carried with three ayes and the Commissioners went back into open Session

Commissioners reported that they were provided information about a personal issue in the Sheriff’s Department and there was no action taken and no vote taken.

 

Department Reports:

            Sheriff Bonham said that his department has put the bid packets together for work in the Jail for relocating the door and for covering the drywall with PVC panels.  The Commissioners have a copy of the two bid packets to review.

Adjournment:

With no further business, Commissioner Glavin made the motion to adjourn and it was seconded by Commissioner Kliethermes.  The meeting was adjourned at 10:19 AM.
