Osage County Commission Meeting Minutes

June 13, 2017

The meeting was called to order by Presiding Commissioner Dudenhoeffer at 8:30 AM.

Meeting opened with the Pledge of Allegiance.

District 1 Commissioner John Glavin present.

District 2 Commissioner Larry Kliethermes present.

Theresa Walter on duty.

Media was represented by Jerri Voss.

Present for all or part of the meeting were: Jerry Bryan, Randy Atkin, Sheriff Bonham, Rene Christensen.

Approval of the Agenda:  Agenda was approved.

Minutes:  Minutes of June 8, 2017 meeting were reviewed and approved.

Bills and Communications:

Conflict of Interest Ordinance must be re-adopted by September 15, 2017. Staff is working on it.

Meetings:

Report on TAC Meeting from last week:  Commissioner Kliethermes reported that a slide show was presented that highlighted all of the grant projects completed the Rolla, Fort Leonard Wood areas.  These grants were possible because the applicants had available money to provide needed local match that exceeded requirements.  He was amazed at the range of project types from highways, to sidewalks, and residential developments.  We need the infrastructure tax issue to put us back into the grant cycles.

PREP meeting is scheduled for June 20, 2017 at 8:30 AM.

West Central District Commissioners Meeting in Camdenton on June 22, 2017.

The Taste of Osage County will be held on June 24, 2017 at City Park.

Outstanding Citizens Nominations for MRPC Meeting deadline is June 26, 2017.

Budget Amendment Hearing is scheduled for June 29, 2017 at 9:30 AM.

County Government Day, State Auditor Nicole Galloway, July 26, 2017 from 9 AM to 4 PM. 

MRPC Dinner Meeting is scheduled in Salem for October 26, 2017. Details to be provided later.

Old Business:

Road and Bridge Items: Randy gave his weekly report to the Commissioners and turned in a personnel transaction form.  He presented information on a single axle dump truck that he found in Kansas City that he wishes to purchase for R&B. It is a Sterling 2000 with a short dump bed, automatic transmission and in good condition for $26,800.00.  Commissioner Kliethermes made the motion to proceed with the purchase and the motion was seconded by Commissioner Glavin. Motion carried with three ayes in the roll call vote.  Deputy Clerk Nicci Bouse was asked to prepare the check for the purchase so that it could be signed at this meeting.  It was pointed out that old Truck 30 and two others will be sold.  This new vehicle will be able to serve multiple functions for R&B, including snow removal.

            Commissioner Kliethermes reported that the installation of speed limit signs on CR 501 and CR 521 were effective as traffic has slowed down. He thanked R&B for installing the signs.

New BRO Project, CR 531:  No new information.

Plan for County Roads:  Not discussed.

Website:  No problems.

Luebbering Law Suit: Trial dates are set for Nov. 6-9, 2017 in Union, MO.

Tax Issue Pamphlet: Photos were received from R&B. UD will be working on another article.

Westphalia Road Issue:  No new information.

Agricultural Ready County Program:    Presiding Commissioner will contact the Fair Board about schedule.

Health Care Consortium Statewide:

County Compensation Packages Committee:  No new information.

FEMA - SEMA Follow-up:  No new information.

Request for Bid for cell walls in Jail:   Sheriff Bonham talked to the Commissioners about the advertisement for additional work running in the paper of which he was not aware. He discussed what he thought should be done, identifying the two large cells D and E, and the holding cell for hardening of the walls.  He stated that only the interior walls should be done. Work would have to be done one cell at a time.  (This is different from the areas identified by Scott Dudenhoeffer and the Commissioners at the June 6 meeting.)  He will work with Nicci to revise the bid request.

New Business: 

 

 

Departmental Reports:

Sheriff Bonham provided information about an accident with one of the new Durangos.  There is an accident report from MSHP that indicates that the vehicle was run off the road by another vehicle and the Sheriff vehicle hit a road sign.  He stated that there was no drug testing since there was no injury or damage to other property. He said that an internal investigation is underway.

            He reported that calls for service were increasing.  He said that income from the Commissary was down because of lower number of inmates.  He said that the grant for the vests was open for the $3400.00 and there was another past through funding of $2,500.00 (actual amount was $2000.00) from Emergency Management. He was told that our Dunn’s Number was having trouble being processed by the systems and no problems with our federal number. He has notified LANEG that Osage County was seeking other service.  He is talking with Mid Mo/Mustang and East Central groups. 

            The proposed budget amendment form was provided to the Commissioners which had all the proposed changes highlighted and the hearing is set for June 29, 2017 after County Clerk returns from Italy.

Commissioners were invited to the retirement luncheon for Shirley Leimkuehler on June 27, 2017.

 

Adjournment:

With no further business, Commissioner Glavin made the motion to adjourn and it was seconded by Commissioner Kliethermes.  The meeting was adjourned at 9:53 AM.
