Osage County Commission Meeting Minutes

July 13, 2017

The meeting was called to order by Presiding Commissioner Dudenhoeffer at 8:30 AM.

Meeting opened with the Pledge of Allegiance.

District 1 Commissioner John Glavin present.

District 2 Commissioner Larry Kliethermes present.

County Clerk Patrick Steele on duty.

Media was represented by Jerri Voss.

Present for all or part of the meeting were: Jerry Bryan, Andi Rice, and Bill Adams.

Approval of the Agenda:  Agenda was approved.

Minutes:  .  Meeting of July 11, 2017 were reviewed and approved.

Bills and Communications:

Assessor’s First Quarter Reimbursement Form was prepared by Clerk Staff and has been signed and submitted.

Expenditure Reports through 5/31/17 were provided to the Commissioners and discussed.  The County is holding close to budget expenditures proposed.  The June reports will correct the errors in the expenditure reports because of errors.

June Tax Adjustment Report for review and approval.

Meetings:

Board of Equalization scheduled for 9 AM on July 18, 2017 in the Commission Room. John Deeken has been contacted by Commissioner Kliethermes and Presiding Commissioner Dudenhoeffer will ask John Trenshaw.

Region FRHSOC Meeting, July 18, 2017 @1:30 PM in the Cole County Fire Station #4.

New staff member, Grace from Sen. Claire McCaskill’s Office will be here on 7/18/2017 at 10 AM.

County Government Day, State Auditor Nicole Galloway, July 26, 2017 from 9 AM to 4 PM.  Nicci Bouse and Patrick Steele will be attending.

MRPC Dinner Meeting is scheduled in Salem for October 26, 2017. Details to be provided later.

Workforce Meeting on November 15, 2017.

Old Business:

Road and Bridge Items: No new information.

New BRO Project, CR 531:  There will be no need for lead or asbestos testing on this bridge project.

Plan for County Roads:  Not discussed.

Luebbering Law Suit: Trial dates are set for Nov. 6-9, 2017 in Union, MO.

Tax Support Pamphlet: Commissioner Kliethermes will pick up the pamphlets from the printer and take out to the Fair Grounds,

 Westphalia Road Issue:  No new information.

Agricultural Ready County Program:    The presentation is planned to be made at the start of the sale at the County Fair on July 13, 2017, sometime between 6 PM and 6:30 PM.

Health Care Consortium Statewide: No new information.

Levee Break near Morrison Follow-up.  No new discussion.

FEMA/SEMA Follow-up:  No new information.

Bid for hardening cell walls in Jail:   A meeting will be set up with the Sheriff, Contractor, and the Commissioners to clarify the scope of work.  Will try to have it held on July 20, 2017.

New Business: 

 

Departmental Reports:

Andi Rice provided a copy of the Riley Floodplain Variance documents for our permanent records.

She had the Surplusing of Property Forms for the Purple Wave Auction items.

She had Presiding Commissioner sign a birthday card for one of her employees.

Public Comments: 

Bill Adams, from CR 621 spoke to the commissioners about a severe drainage problem at his driveway and the County Road. The culvert has become clogged up because the drainage ditches need to be cleaned out.  He would like to talk with Randy Atkin about replacing the culvert with a larger one and cleaning out the ditches to allow them to work properly. He said that he would work with the County.  He was told that Randy Atkin would contact him and he was given assurance that something will be done. 

Other:

Commissioner Glavin asked to speak about CR 738.  He reported that people in Belle wanted to have CR738 extended across the railroad tracks to connect with HWY 28.  It will take about 250 of new road, Railroad and Highway Permits to get approval.  He did attend the meeting to see just what is wanted.  He stated that the County Road is outside of Belle City Limits.

Adjournment:
