Osage County Commission Meeting Minutes

February 14, 2017

 

The meeting was called to order by Presiding Commissioner Dudenhoeffer at 8:30 AM.

Meeting opened with the Pledge of Allegiance.

District 1 Commissioner John Glavin present.

District 2 Commissioner Larry Kliethermes was present.

County Clerk Patrick Steele on duty.

Media was represented by Neal Johnson.

Present for all or part of the meeting were: Sheriff Michael Bonham, Randy Atkin, Susan Long, intern Janet Rollings, and Gerald P. Rauch, PE and John Bassford from Ameren Missouri

Approval of the Agenda: Approved.

Minutes:  Minutes of Regular Meeting of February 2 and 7, 2017 were reviewed and approved.

Bills and Communications:

Real and Personal Property Tax adjustments for January 2017 were accepted and approved.

Sales Tax Income Report for February 2017 were distributed.  Income was down.

Applications for new Election Support Position are due in by February 15, 2017.

The Commission Meeting on February 16, 2017 will be held in the EOC.

Meetings:

All three Commissioners attended the Commission Training in Columbia last week.

 Gerald Rauch, PE and John Bassford from Ameren Missouri met with the Commissioners to introduce Gerald Rauch as the new Manager of Emergency Preparedness for the Company. He has been with Ameren Missouri for several years, as engineering, operations and training. 

West Central District Commissioners Meeting, Callaway County on March 16, 2017. Information should be available soon.

Old Business:

     

Road and Bridge Items: Randy Atkin submitted a hand written report of the week’s activity.  He asked for follow-up to the meeting about CR 402.  Comments indicated that the road itself is not in that bad of shape but that outside of the road right of way, parking and poor maintenance has taken its toll.  This would not be included in a repaving plan—only the road contained within the right of way would be maintained.  Private Parking areas are the responsibilities of the property owners.  It was agreed that sides are breaking up and that as weather permits, some cold patch repairs will be made.

            Commissioner Kliethermes reported that people are parking at the junction of CR12 and T Road and that creates a turning problem for trucks that use CR 512.  He asked that a no parking sign be installed to try to keep more of the area open for turning big trucks.

2017 Tax Support Committee: MRPC Regional Transportation Plan Update:  A copy is needed for the County Clerk’s Office.

Westphalia Road Issue

Agricultural Ready County Program Application:  No new information.

New Business: 

 

Department Reports:

Cindy Hoffman complained that she had to get a copy of the budget from Commissioner Glavin and that she found that $400.00 had been added to her Recorder Technology Fund that she had not requested.  She informed the Commissioners that she did not intend to spend that money.  County Clerk Steele reported that it was a mistake of a carry- over from the previous budget year and not a new item. She also said that she learned that a part-time employee in a nearby office was being given a raise to $12.41 and she wanted to know why her part time employee did not get the same raise.  The Commissioners said that they would check into it.

            Sheriff Michael Bonham informed the Commissioners that additional problems with the Ford Explorer would require even more invested in repairs.  He said that the torque converter was failing and that could be another couple of thousand dollars in repairs.  He proposed trading in 5 vehicles which include the Explorer to Beck Motors for a used 2014 Dodge Ram Crew Cab Pick Up Truck.  With the trade in and additional cash from the Sheriff’s budget, he still needs an additional $4,000.  He asked if this could be appropriated by the Commissioners.

After some discussion, it was decided to approve the deal without amending the budget at this time.  Commissioner Kliethermes made the motion to approve the purchase of the Dodge Ram Pick Up and the motion was seconded by Commissioner Glavin.  The motion carried with three ayes and was approved. County Clerk provided copies of the appropriate lien removal and titles which were signed for use as the trade in.

The new CAD System will be demonstrated on March 28, 2017 in the EOC at 630 PM.

Adjournment:
