Osage County Commission Meeting Minutes

April 18, 2017

 

The meeting was called to order by Presiding Commissioner Dudenhoeffer at 8:30 AM.

Meeting opened with the Pledge of Allegiance.

District 1 Commissioner John Glavin present.

District 2 Commissioner Larry Kliethermes was present.

County Clerk Patrick Steele on duty.

Media was represented by Jerri Voss.

Present for all or part of the meeting were: Treasurer, Tim Neuner.

Approval of the Agenda: Approved.

Minutes:  Minutes of Regular Meeting of April 6, 2017 and April 13, 2017 were submitted and approved.  The following changes were made to April 6, 2017 minutes, “nor” was changed to “not” as would not correct…. And comp time or vacation time were the only time allowed for not working on Good Friday.

Bills and Communications:

MCEC are looking for any resident of Osage County as representation on the Board of Directors.

RHSOC Region F meeting April 18, 2017 at 1:30 PM at Cole County Fire Station #4.

Meetings:

Hazard Mitigation Plan Meeting will be scheduled soon.

Old Business:

Road and Bridge Items. List was to have been turned in today from Road and Bridge on needs.

Plan for County Roads: 

Website:  No problems.

Luebbering Law Suit: No new information.

2017 Tax Support Committee: A new story on the tax extension was discussed.  It should feature the infrastructure needs that Randy is working on.  Contact will be made to find a sponsor for the tax brochure.

Westphalia Road Issue:  Additional research is being conducted.  It does appear that the Special Road District was originally established by the County Commissioners.

Agricultural Ready County Program Application:  no new information.

County Road 402 update:  No new information.

Health Care Consortium Statewide:

Senior Citizen Award Nomination: Lucy Brenner is one of the 60 nominees up for consideration and she and Susan Long will be at the luncheon.

New BRO Project, CR 531: Cost estimate information for new BRO project was included in the current Report of Bridge Inspections, 2017 for Osage County.  

Rehagen Heating and Cooling:

Hasenbeck Resolution:  Presentation to Freeburg will be made by Commissioner Kliethermes on April 20,2017.

Prescription Monitoring Ordinance:

New Business: 

Proposal for an ordinance to monitor drug prescription within the County has been primarily accepted by the Commission but they wish to study it further before acting on the ordinance.

Department Reports:

County Clerk reports were presented and accepted for February and March, 2017. County Clerk Steele did discuss the problem with health insurance premiums for certain employees.  He stated that adjustments will have to be made that will affect four employees, but that he and his staff are confirming requirements under Health Care and our policy. This mistake has been in effect since we went to self-funded insurance. A grace period will be required prior to increasing any premiums.

Other: 

Tim Neuner reminded the Commissioners that Bank Bid Process was needed in May.  There should be a packet of information from the last time and an ad must run three times.  Bids should be opened shortly after the first of June and be awarded by the end of June. Clerk Staff will begin preparations.

            We again received a letter from Osage Community Foundation requesting that we consider investing in their organization. Osage County has not yet been involved with the Community Foundation.

            August 21, 2017 is the solar eclipse and we will be in the direct path of the shadow.  Some communities are making big plans to attract visitors to their area.

            There will be a workshop on LUCA through 911. Not sure of dates yet.

            Osage County needs to appoint representatives for MMSWMD.

 

Adjournment:
